First, I want to note the difference between a reference photo and inserting or adding a photo. A reference photo is just for reference, whereas inserting a photo makes the photo into its own layer. You can draw and erase on an inserted photo.

Now, let’s learn how to insert a photo on Procreate.
Click actions, which is the button with a wrench icon in the top, left corner. Click the ‘Add’ tab. Click ‘Insert a photo’. Tap on the desired photo and it will automatically import.
The photo will create a new layer. Transform will be activated, so the photo will have a bounding box around it. Transform allows you to move the photo, rotate it, enlarge or decrease its size, etc. Once you’re done using transform, click the transform button (the button with a computer mouse icon). Then the photo will stay put and you can draw on top of it.
